AFSIS Secretariat plays a crucial role in collecting and sharing food security information, both routinely and during crises. With this purpose, AFSIS Secretariat in collaboration with the Ministry of Agriculture, forestry and Fisheries (MAFF), Japan, established the Project for Strengthening ASEAN Food Security Information System Function for Emergency (SAFER project) for 2023 – 2025. The project aims to strengthen the ASEAN Food Security Information System functions on immediate sharing of food security information in the case of emergency. To achieve this objective, guidebooks were developed, and workshops were organized to enhance human resource capacity. This project contributes the ASEAN Integrated Food Security (AIFS) Framework and the Strategic Plan of Action on Food Security in the ASEAN Region (SPA-FS) 2021-2025. The SAFER Project seeks to improve food security information in the ASEAN region in terms of both quality and quantity, particularly under emergency conditions. The project delivers the following key outputs;

  • Output 1: Develop emergency information sharing mechanism
  • Output 2: Increase target commodities handled by AFSIS
  • Output 3: Monitor crop growing condition
  • Output 4: Develop crop area estimation method using satellite image (INAHOR system)

In order to achieve the goals of SDGs in the region, the project will develop data for agricultural productivity improvement and promotion of sustainable agriculture and use as basic data for policy making. Strengthening the ASEAN Food Security Information System (AFSIS) activities which contribute to monitoring the food security situation throughout the ASEAN region for providing accurate and comparable agricultural statistics data collected using a unified survey method developed by the project.

The main objective of “Improving Statistics Data on Food Processing and Distribution related to agricultural crops in ASEAN Region (ISFAS)” project is to develop new methods for gathering food processing and distribution data related to agricultural crops, and to introduce the methods into ASEAN member states through capacity building of agricultural statistics authorities in member states.

The ASEAN Food Security Information System (AFSIS) is offering a Learning Programme designed to build the knowledge sharing and communication skills of Forecasting Model in Agricultural Production in ASEAN member states, in particular those who are working towards the establishment of AFSIS Network Centers. It also seeks ways to improve their understanding of agricultural production and increase collaboration among AFSIS network centers.
This paper summarizes the knowledge on the food supply–demand model for the medium-long-term projection transferred from the JIRCAS to AFSIS member countries which show the Basic econometrics for model building, Model structure and how to Interpretation and utilization of results of the food supply–demand model for the medium-long-term projection.

Briefly, there was an issue on fundamental differences of reliability on statistical data among ASEAN member countries. It obviously appears that the implementation of statistical sample survey to used proper framework to produce accuracy data. However, chronic lack of labour and budget on statistic task with shortage of staff experience would be considered as the main factors of blocking the conduction of sample survey. Therefore, AFSIS Expert has considered a tool by using personal computer (PC) to make an area framework, estimate agricultural land area, and developed the statistical system called Agricultural Land Information System (ALIS) which is a new and epoch-making area survey system using area mesh frame for countries which agricultural statistics survey are developing. ALIS is in turn enabling to get area data with a small number of labour, low budgets based, and sustainable. ALIS has been developing with cooperation of NTT Data group.
